Didn't all panzer div. wear Death's Head collar tabs? The larger pocket badge looks like the panzer assault badge.

Yes, it's a Heer uniform and insignia. Note how nobody has an eagle on their left arm and how to collar patches are the Heer design.

The helmet, as pointed out, is an experimental design and not a British 1943 RAC helmet (where would the Germans get them anyway?).
